Oscar E. Ochoa Omana is a seasoned logistics and operations safety advocate with over 25 years of experience in the energy industry, working with major oil companies. His expertise encompasses project management, gas and petroleum safety, contractor management, auditing, governance, and management consultancy. Oscar holds a degree in Nautical Sciences and a NEBOSH Occupational Health and Safety Certification.
Currently, Oscar serves as the Corporate Road Safety Advisor for Petroleum Development Oman (PDO). In this role, he oversees road safety matters and high-risk transport operations, managing the implementation of the “Darb Al Salama” Integrated Project Road Safety Plan. He also leads initiatives such as the End-to-end Driver Fatigue Management improvement program. His work impacts over 300 million kilometers driven annually, involving 250 transport contracts, 9000 vehicles, and 20000 drivers.
Oscar's previous experience includes serving as the Group Technical Authority for Logistics Safety at other major international oil companies (IOCs), where he managed road transport safety processes, implemented digital technologies, and supported hazardous material handling, aviation, and marine transport safety in various locations worldwide. In these roles, he systematically reduced safety risks and minimized the impact of transport operations on people, the environment, and assets.
